Dear Working People!

The Special Intensive Revision (SIR) is being implemented in 12 states and Union Territories, including Tamil Nadu. People, and even government employees, are confused, frustrated, and angry about where to apply, how to fill out the forms, what documents to attach, and where to get them. Just as the entire country was plunged into chaos after demonetization was announced, today too, confusion and fear surround the people.

The Modi government claimed that demonetization was “to eliminate black money.” Similarly, the Election Commission says the SIR is “to remove fake voters and create an integral list.” It was later proven that the real intention of the Modi clique was not to eliminate black money, but to steal people’s savings and give them as loans to corporations! Similarly, a terrifying conspiracy is hidden behind the SIR as well!

WHAT IS BEING IMPLEMENTED NOW IS NOT AN SIR

Yes! The SIR has been conducted over 10 times in the country so far. This truth becomes clear when we compare them with the current SIR.

The guideline for the SIR conducted in 2003, under Paragraph 32, clearly states that “it is not the Election Commission official’s duty to verify a person’s citizenship”; officials inspected house-to-house based on the voter list; that was all! The current SIR, however, demands that not only the voter but also their parents’ citizenship must be proven. It says voter ID, etc., are invalid and demands birth certificates. No time limit was set for the previous SIR; the entire process took over 6 months to complete. It was also not implemented in states where elections were about to be held. In direct opposition to this, a deadline of 3 months has been set to complete this entire SIR process; it is being conducted in a rush, targeting states where elections are imminent. In the previous SIR, the responsibility of including voters lay with the election officer! In this SIR, the responsibility to prove voting rights and citizenship lies with the people!

In summary, this SIR is being conducted in direct opposition to the 2003 SIR guidelines. Therefore, this is not an SIR at all! If so, what is it?

SIR — NRC IN DISGUISE

The saffron-fascist clique, following Hitler’s path, has been acting with impunity, shouting that not only Muslims, but anyone who speaks against or fights against corporate plunder and saffron fascism are not citizens of this country, but “anti-nationals”; their citizenship should be snatched, they should be imprisoned in refugee camps, sent to Pakistan, or deported.

To fulfill this objective, the Citizenship Amendment Act (CAA) brought in 2003 by the BJP government led by Vajpayee, under Section 14A, stated that the ‘National Register of Citizens’ (NRC) must be compiled by going house-to-house across the nation and a ‘National Identity Card’ must be issued to the people. After coming to power with a brute majority in 2019, the Modi government attempted to implement this very plan, the dream project of the saffron clique. However, it was temporarily halted due to protests and struggles. Now, the same NRC is being implemented through a backdoor under the name of SIR.

On June 24, 2025, the EC issued the notification for the nationwide SIR. It stated who should submit what documents; this notification is entirely based on CAA’s Section 14A. The EC has no authority to verify a person’s citizenship; yet, in its notification, it has unconstitutionally stated that a person’s “citizenship will be verified” to grant voting rights, and this is also for the same objective. Furthermore, the SIR being implemented across the country, but not in Assam! Why? Because the NRC has already been implemented there, and the citizenship of 20 lakh people has been revoked. Therefore, SIR (i.e. NRC) is not needed there! So, in all respects, what the EC is undertaking is not voter verification! It is citizenship verification! It is not SIR! It is the NRC!

IF NRC IS IMPLEMENTED…

We might ask, if SIR or NRC happens, what is it to us?

Not only Muslims, but if we, the working people, fight tomorrow for our basic needs and demands, if we speak, or even dare to breathe against the Modi clique, our citizenship will be snatched! That is the objective of the NRC!

In Bihar, targeting Muslims and BJP opponents constituency by constituency, polling booth by polling booth, the voting rights of 50 lakh people have been snatched. If a question is raised about how many of these people are “illegal infiltrators,” EC refuses to provide an answer. Through the SIR being implemented across the country in this manner, the EC will provide the list of deleted names to the Ministry of Home Affairs. Afterwards, the Modi government will strip the citizenship of anyone it wishes; deport them; and imprison them in detention camps! It is for this very purpose that the Modi government is building detention camps all over the country!

Do you think these are exaggerations, that such things will not happen? A few months ago, the Modi government took 40 Rohingya refugees, including women, children, the elderly, and cancer patients, in the name of interrogation and set them adrift in the deep sea. Not just refugees, it has taken 6 innocent Indian Muslims, including a full-term pregnant woman from West Bengal, for “interrogation” and left them at the Bangladesh border. Compassion has absolutely no place in Fascism! Whatever fate awaits refugees and Muslims today, the same fate awaits Hindus who speak against or fight the Modi government tomorrow!

LET’S TEAR UP THE SIR FORMS

It is for this very conspiracy that people and government officials are being harassed across the country. In Kerala, one official, unable to bear the workload, has even committed suicide!

Such a sharp sword is hanging over the heads of the Indian people. However, instead of exposing SIR is NRC in disguise, the opposition parties are primarily talking about the administrative glitches in the SIR and vote-chori.

We built the Indian nation with our sweat and blood; the blood and toil of our ancestors are mixed in every structure of this country; what right does the saffron-fascist clique, which served as slaves to the British in the past and now to American Imperialism, have to question our citizenship! Who are they to ask us for documents?!

Let us declare that we will not give the documents demanded by the Modi clique and the Election Commission! We will completely boycott the SIR process! Let’s tear up the SIR forms!
